Joel Rodriguez Died in Custody at Cois M. Byrd Detention Center in Murrieta

Joel Rodriguez, of Lake Elsinore, Died During Stay at Riverside County Jail Following Some Type of ‘Medical Emergency

MURRIETA, CALIFORNIA (January 15, 2026) – A 38-year-old inmate identified as Joel Rodriguez has tragically died in custody at the Cois M. Byrd Detention Center in Murrieta.

Riverside County officials are saying that the incident began on Tuesday. Joel Rodriguez was located inside of a day room at the Cois M. Byrd Detention Center.

Authorities are claiming that he was experiencing some type of medical emergency. Jail staff began life-saving measures, which were taken over by paramedics.

Joel Rodriguez was transported to the Loma Linda University Medical Center. Despite life-saving measures, he was pronounced dead at the hospital.

A full investigation into the circumstances surrounding his death remains ongoing at this time.

Liability for Riverside County Inmate Deaths

Jails across Riverside County and California have a legal obligation to protect inmates from reasonably foreseeable sources of harm. This includes providing them with all of the medical care and treatment that they need to be healthy for the duration of their stay. If a jail fails to provide an inmate with reasonably adequate medical care for their conditions, this will be considered a form of cruel and unusual punishment and therefore unconstitutional. There are many ways that a jail may have failed to adequately care for an inmate.

  • Medications: A jail may have failed to provide an inmate with the medication that they needed.
  • Emergency Response: A jail may have delayed taking an inmate to the hospital in the midst of a medical emergency.
  • Wellness Checks: A jail may have failed to provide an inmate with periodic wellness checks to ensure that they’re OK.
  • Medical Evaluation: A jail may have failed to give an inmate a proper medical evaluation when they were first admitted.

Not every instance where an inmate is harmed in jail will involve constitutional violations. What matters are the circumstances surrounding any particular incident. In particular, it matters whether or not jail officials were deliberately indifferent to a serious medical need. When a jail is deliberately indifferent to the serious medical needs of an inmate who died, this could form the basis of a constitutional claim.

Far too many inmates die or are seriously injured every year in jails across Riverside County and the Inland Empire. According to Cal Matters, “Jail time or arrests became death sentences for 442 people who died in custody in the Inland Empire from 2011 to 2022, a criminal justice nonprofit found.  That includes 216 deaths in custody in San Bernardino County and 226 deaths in Riverside County, according to Inland Empire Lives Lost, a report released in early October by Care First California.” Certain actions should be taken after any inmate death.

  • Surveillance Footage: Any surveillance footage that may have captured the incident should be reviewed. This can offer key insights into what may have gone wrong.
  • Eyewitnesses: Any eyewitnesses that may have information about what happened should be interviewed while their memories are still fresh.
