Harbor Boulevard and Palm Avenue: Pedestrian, 69, Dies After a Hit-and-Run; Witness Follows the Car Until Police Stop It

GARDEN GROVE, CALIFORNIA (October 23, 2026): A 69-year-old woman was killed in a Garden Grove hit-and-run at Harbor Boulevard and Palm Avenue late Friday night, October 23, 2026, according to the Garden Grove Police Department. A witness called police at about 11:15 p.m. to report a crash between a pedestrian and a white Cadillac SRX that did not stop, Sgt. Thomas Capps said, as reported by City News Service and the Orange County Tribune.
The witness followed the Cadillac until Garden Grove officers stopped it, according to the police statement. Orange County Fire Authority personnel took over the woman’s care, and she was taken to UCI Medical Center in Orange with life-threatening injuries, the Orange County Tribune reported. She later died at the hospital. Her name has not been released.
The driver, a man whose name and age police have not released, was arrested on suspicion of felony hit-and-run. Police said impairment is believed to have been a contributing factor in the crash. He is presumed innocent unless proven guilty in court. Anyone with information about the crash can call the Garden Grove Police Department at 714-741-5230.
Police have not said whether the woman was in a crosswalk, which direction the Cadillac was traveling, what kind of impairment is suspected or whether any chemical test results are available. They also have not said whether additional charges are being considered. These are early accounts. Fault is determined by investigators and, in civil cases, by the courts, and initial findings sometimes change.
Liability for a Garden Grove Hit-and-Run
California Vehicle Code § 20001 requires the driver of a vehicle involved in a crash that injures or kills another person to stop immediately at the scene and meet the identification and aid requirements of the law. Vehicle Code § 23153 makes it unlawful to drive under the influence and, while driving, do an act forbidden by law or neglect a duty that causes bodily injury to another person. When a pedestrian dies, Code of Civil Procedure § 377.60 generally allows certain family members, such as a spouse or children, to bring a wrongful death claim.
- Leaving the scene: Police said the Cadillac did not stop after striking the woman. A driver’s duty to stop under § 20001 is separate from the question of who caused the crash.
- Suspected impairment: Police said impairment is believed to have contributed. Under Civil Code § 3294, a civil court may consider additional damages when a defendant’s conduct is shown by clear and convincing evidence to involve malice, a question that depends on the full record.
- The witness account: A witness followed the car until officers stopped it. Witness statements and the 9-1-1 call can help establish the vehicle, the timing and what happened at the intersection.
- Insurance coverage: In a crash with a known driver, the driver’s auto policy and, depending on who owned the Cadillac, the owner’s policy may be part of a claim.
These are general principles of California law, not conclusions about this crash, which the Garden Grove Police Department is still investigating.
Steps to Take After a Garden Grove Hit-and-Run
Pedestrians are among the most vulnerable people on the road. In 2024, 7,080 pedestrians were killed in traffic crashes nationwide, and pedestrians accounted for 18% of all traffic deaths, according to the National Highway Traffic Safety Administration (NHTSA). After a hit-and-run, these steps can help an injured person and their family:
- Get the report number: Ask the Garden Grove Police Department for the collision report number and the name of the investigator assigned to the case.
- Keep medical and hospital records: Keep every record and bill from the paramedics and the hospital. They document the injuries and the care given.
- Ask for video to be saved: Businesses along Harbor Boulevard may have cameras that record over old footage, so ask as soon as possible that any video of the intersection be saved.
- Write down witness information: Keep the names and phone numbers of anyone who saw the crash, including anyone who called 9-1-1 or followed the car.
Legal deadlines and notice requirements apply after a crash, injury or death, and they vary with the facts of each case, the location and the parties involved, including any public agency. Contact an attorney as soon as possible to protect your rights.
