Investigation Underway After Ronald Tinsley Died in Marina Police Shooting During Traffic Stop Related to Missing Front Plate and Expired Tags

MARINA, CALIFORNIA (February 2, 2026) – A Seaside rapper identified as Ronald Tinsley has tragically died in a Marina police shooting following a traffic stop.
Monterey County officials are saying that the incident took place on Sunday evening just before 5:00 p.m. near Marina Heights Drive. An officer pulled over Ronald Tinsley for having missing front plates and expired tags.
The body camera footage shows the officer talking to him. At some point during the encounter, the officer instructs Ronald Tinsley to exit his vehicle.
This was followed by a brief struggle as the vehicle moved forward. An officer-involved shooting occurred shortly thereafter.
Paramedics were called to the scene of the shooting to help the man. Tragically, he was pronounced dead at the scene after being shot in the shoulder.
Now, community members and the victim’s family are calling for transparency and more information about the deadly shooting. There are also concerns that the officer involved in the shooting was on the ‘Brady List,’ a list of officers that have faced disciplinary actions for misconduct.
Though, the district attorney’s office has denied these claims. A full investigation into the Marina police shooting remains ongoing.
Liability for Marina Police Shootings
Police officers are given a great deal of discretion in how they perform their job duties. But at no point during their work are they allowed to use excessive force. Pursuant to 42 U.S. Code § 1983, every person who, under the color of any statute, law or ordinance, causes a citizen of the United States to be deprived of their rights secured by the constitution, shall be liable to the injured party in an action at law. There are many ways that an officer may have acted negligently in the lead-up to any fatal shooting.
- De-escalation: An officer may have acted negligently if they failed to de-escalate an encounter when police policy allows them to withdraw.

- Body Camera Footage: The body camera footage recovered after the encounter should be closely reviewed. Police officers in California have a legal obligation to wear body cameras when they are interacting with the public.
- Medical Records: All of the medical records related to the shooting should be sought. This will include any autopsy reports. The injuries that a person sustains can help reveal how any particular incident unfolded.
- Constitutional Review: The family of any person who died in a police shooting should seek an independent review of the incident by a team with experience in civil rights claims and constitutional law. They can subpoena all necessary records, gather evidence, and determine if an officer broke the law.
